SUSQUEHANNA COUNTY ANIMAL RESPONSE TEAM
PURPOSE AND SCOPE STATEMENT
The purpose of the Susquehanna County Animal Response Team (CART) is to provide a team of trained members to support preparedness, prevention, response, and recovery for emergencies affecting animals, and to act as a resource for the Susquehanna County Emergency Management Agency (EMA) and the Pennsylvania State Animal Response Team (PASART) when animals are involved in emergencies.
This plan is intended for use by local government and its public and private partners to take immediate action in providing a means of care and control to fulfill the goals listed above in the event of an emergency. This action will be aimed at all small, large, and exotic animals that are in need of assistance whether such animals are owned or stray.
Susquehanna County officials or an authorized representative may place into effect established plans and procedures, and direct both the emergency and recovery aspects of the incident. The Susquehanna County official/representative may deviate from these procedures when, in his/her judgment, immediate and direct action is necessary to protect the public safety. In all emergencies, the Susquehanna County EMA will be the lead agency and will activate the Susquehanna County CART through the CART coordinators. The CART on-site Incident Commander will take direction from the EMA director or representative.
